British vessels accorded the privilege of plying

in inland waters (in the Canton delta) shall accept and carry all mails either originating at Chinese Post Offices or consigned to them, and shall carry no other mails to or from places in such waters.

I have the honour to acknowledge the receipt of Your Excellency's memorandum of October 22nd proposing the addition to the regulations recently discussed with

regard to Hongkong of an article relative to the

conveyance of postel matter.

I have the honour to enquire whether or no this

is the last alteration which the Chinese Government

desires to make, and whether or no, after the addition

of this article is made it will be published, and the

regulations then agreed to and put into force.

The favour of an early reply is requested.
